Local route and access
All percentages apply to the Local base total: the greater of labor/items or $1,000. The highest floor between pickup and drop-off is used; all combined ordinary modifiers are capped at 25%.

How the minimum works: if labor at $200/hour is below $1,000, the base is $1,000; if it exceeds it, calculated labor is used. Materials and confirmed packing are added when applicable.

Google verifies the route: up to 45 miles uses Local; over 45 uses Long Distance. Inventory, property, access, time, and packing determine the final estimate.
